The power of participatory monitoring in making the Sustainable Development Goals a reality

This paper presents CARE International's proposal for incorporating participatory monitoring into the SDG process, with the aim of ensuring that the SDGs result in concrete action at local community level and better development outcomes for people in developing countries.

The paper outlines CARE's experience with two specific forms of participatory monitoring: Commmunity Score Cards and social monitoring. It summarises the positive outcomes of participatory monitoring in relation to improvements in service delivery and broader governance outcomes. Drawing on these lessons, CARE proposes a six-step model for participatory monitoring of the SDGs that will ensure that people living in developing countries can play a significant role in determining the success or failure of the new Sustainable Development Goals.
